   This is essentially the House plan, with some boilerplate on the front. No new details have been offered, especially concerning such noxious things as 5471 requirements. My ‘Respect of Sovereignty’ law proposal sent to the Senate Finance Committee would fix all of these and other problems in one, much easier step.
